Is There Really a Need for the Civil Service List Anymore?
This paper critically examines the relevance and integrity of civil service lists in public library hiring. While originally intended to ensure fairness and merit-based appointments, the system is frequently undermined by loopholes, favoritism, and inconsistent enforcement. It highlights how exam fees burden applicants while public institutions sidestep procedures through provisional hires and internal favoritism. The author argues that civil service reform—not abandonment—is urgently needed to restore equity, transparency, and trust in public hiring practices.
